To mourn for the people who died in the disaster
The memorial monument expresses the image of the people who died in the disaster going up to the heaven as well as our strong mind to recover. The front black stone means a seed, and the white tombstone on the hill is a sprout from the seed growing up to the sky. The height of the tombstone (8.4 meters) is the same level of the tsunami which hit this area. 960 names of citizens and visitors who died in Natori City were inscribed on the plates which are on both sides of the monument.
